5A principle initiated

PENAMPANG: The government has launched a digitalisation initiative based on the 5A principle, which stands for "Accessible by Anyone at Anytime, Anywhere, on Any Mobile Device," in alignment with the Sabah Maju Jaya (SMJ) framework.


Deputy Chief Minister II, Datuk Seri Dr. Joachim Gunsalam, emphasised that this concept stressed on the importance of providing online services that are consistently available to all citizens.


It also ensures that individuals can access these services at any time and from any location, free from geographical constraints.


"In this context, I urge the management of the Penampang Municipal Council (MPP) to implement a digital transformation initiative for MPP services to enhance efficiency through the adaptation of internet technology in all matters (Internet of Things, IoT).


"Through this transformation, work processes, databases, information access, and reporting systems will be automated into a digital system throughout the delivery chain (End-to-End). This will allow every service transaction from the application stage, processing, inquiries, decisions, and approvals to be conducted digitally.


"Furthermore, this digitalisation initiative will facilitate service delivery while reducing leakage by offering transparent services," he said during the swearing-in ceremony of the Penampang Municipal Council members for the 2024-2026 session at ITCC Penampang today.


Dr. Joachim, who is also the Minister of Local Government and Housing, mentioned that in line with the upgrade of the Penampang District Council to municipal status, there has been an increase in organisational functions, including Rural and Community Development functions.


In addition to municipal services, the MPP management should focus on rural areas, he stated, emphasising that collaboration with other departments and agencies is crucial in effectively carrying out the Council's tasks and functions to realize district development.


"I hope this collaboration can enhance the government's service delivery to the people and yield high-impact results that not only affect the performance of the Penampang Municipal Council but also the departments and agencies involved," he remarked.


He congratulated the 24 MPP members led by their President, Francis Chong, comprising professionals and experienced individuals, and urged those who have been mandated to contribute their energy and expertise to the Penampang Municipal Council.
